On May 15 thousands of students will walk the stage as they make the transition from student to “the real world.” Our community will be filled with their friends and families who will come to celebrate the students’ accomplishments.

A number of celebrations will be held on campus that day including the President’s and Chancellor’s breakfast reception from 8-9:30 on Sunday morning at the President’s house and GradFest from 11:30-2:30 at the Alice Campbell Alumni Center. Graduation ceremonies will be held at 10:30 and 2:00 at the Assembly Hall. Here is a complete list of 2011 campus wide ceremonies.

Of course the celebration will be community wide with visitors filling the hotels, restaurants and local stores. To be good hosts to these celebrating visitors, remember to congratulate your residents and employees who are graduating. This year, students at the U of I will celebrate both Unofficial and Official St. Patrick’s Day in town. Unofficial was originally introduced as a way to recoup lost liquor revenues as a result of students being on Spring Break during St. Patrick’s Day. This year, however, Spring Break falls on March 21-25 which means the students will be in town on March 14, the official St. Patrick’s Day.

Unofficial has become a public safety nightmare resulting in restrictions on alcohol sales, limiting visitor access to dormitories, etc. More information on restrictions can be found here.

As a landlord, what can you do to protect the safety of your residents and prevent property damage? The first suggestion is to observe your properties. In particular look for doors propped open, furniture being placed on porches, residents gathering on roofs and/or unauthorized vehicles in your parking lots. A tour of the public areas might also be useful. Depending upon the language in your leases, you have the right to re-mediate those situations before they get out of hand.

Stepping up trash containment activities may also be useful. Large outdoor gatherings result in increased litter. Sending maintenance staff to check the dumpsters and grounds will send a signal to your residents that you are interested in maintaining the safety and cleanliness of the property for all residents.

Beginning at dusk, check to be sure that outdoor lights are on and, again, that doors are not propped open.

The day after the event, you will also want to send maintenance staff out to check the grounds. Sorry, it could be ugly.

The University will hold its official move-in on Thursday August 19, 2010. In order to provide the best service and least congestion for our Illinois students and their families, we would like to ask for your cooperation as you create your leases and confirm your early arrival policies. Not only will our customers be better served but our employees will have a more positive experience.

Last year, we had several Greek letter organizations, student leaders, private certified residents and living learning community residents request to arrive early. These students totaled well over 4000 residents. We allow those students living with University Housing and Private Certified Housing to pay an early arrival fee and move in between Sunday and Wednesday. Students living in Greek Chapter Houses have contract dates that begin on the Sunday prior to move-in. This opportunity allows the traffic to disperse over several days and allows our student staff to help with the remainder of official move-in.

Many of our Greek Letter students, band members and student leaders do not live in on-campus housing, they live in apartments. These students will have the same obligations and need to arrive early. Ideally, we would hope you could structure your contracts to allow for students who need to be on campus prior to August 19th. If you are unable to structure your contract to begin between August 16th and August 19th we would kindly ask that you allow students who need to arrive early an option for doing so. There are some official student organizations like Illini Guides, Dining Workers, etc. that we have rosters for and confirm your residents’ need to be on campus early.

Dennis Schmidt, Public Works Director and Jamie Vermillion, Recycling Project Specialist for the City of Champaign Public Works Department will be making a presentation to attendees of the upcoming Central Illinois Apartment Association meeting on Thursday, September 17, 2009. As you are probably aware, currently there is no formal program in place providing recycling to multiple family tenants. However, Champaign’s City Council has recently directed staff to develop a multiple family program for properties containing five or more units. Single family properties and multiple family properties with two to four units are already eligible for recycling services through a City ordinance requiring haulers to provide recycling to these customers. Dennis and Jamie have been working on creating the multiple family program and will be presenting information on their work thus far. Following are brief descriptions of the two alternatives they are considering to present to City Council.

The first version of the program would require owners of multi-family buildings (with five or more units) to provide recycling to their tenants. Participation by tenants would be voluntary. Owners would be required to provide labeled recycling containers. Owners would also be responsible for contracting with a private hauler to collect weekly, commingled recycling for their tenants. Haulers would charge the property owners for these recycling services and owners would be permitted to pass these fees along to their tenants. City staff would respond to citizen’s inquiries regarding the recycling program and develop educational materials to distribute to tenants.

In the second version of the program, the City would contract for weekly commingled recycling collection. Participation by tenants would be voluntary. The City would provide labeled recycling containers. The City would be responsible for billing each multiple family property owner for these recycling services and again owners would be permitted to pass these fees along to their tenants. City staff would respond to citizen inquiries regarding the recycling program and develop educational material to distribute to tenants.
